NEIN zum Tierseuchengesetz am 25.11.2012 - NON à la loi révisée sur les épizooties

Das revidierte Tierseuchengesetz (TSG) bedroht nicht nur die Existenz von Landwirten und Ökobauern, sondern auch die Qualität unserer Lebensmittel! In der vorliegenden Form stellt das TSG die Interessen der Konzerne über jene der Allgemeinheit. Wir empfehlen Ihnen, das TSG an der eidg. Volksabstimmung vom 25.11.2012 abzulehnen. Nachfolgend einige Fakten:

1) Parlaments-Pfusch:
Viele National- und Ständeräte haben dem revidierten TSG im Parlament nur zugestimmt, weil sie mit zahlreichen Vorlagen überlastet sind. Sie haben sich nicht ausreichend damit befasst und mussten sich auf die Empfehlungen ihrer KollegInnen der national- und ständerätlichen Kommissionen für Wissenschaft verlassen. Die beiden Kommissionen ihrerseits haben sich weitgehend auf die Empfehlungen des Bundesamtes für Veterinärwesen und der Konzerne verlassen. Unsere Nachfragen bei ParlamentarierInnen bestätigen diese Aussagen. Es liegt ganz in Ihrem Interesse als BürgerIn, die von Partikular- und Machtinteressen geprägte Vorlage abzulehnen. So geben Sie uns die Möglichkeit, eine bessere Gesetzesrevision in unser aller Interesse in die politische Diskussion einzubringen.
2) Verschlimmerung des Bienensterbens.
Das revidierte TSG bringt flächendeckende Zwangsbehandlungen von Bienenvölkern. Naturnah arbeitende Imker, welche die schädigenden Zwangsbehandlungen nicht ausführen, werden kriminalisiert. In der Folge wird eine mögliche Wiederansiedelung der nahezu ausgerotteten wilden Honigbiene in der freien Natur verhindert. Die wild lebende Honigbiene ist für die Erhaltung eines gesunden Genpools der gesamten Tierart überlebenswichtig. Die Folge ist eine Beschleunigung und Verschlimmerung des Bienensterbens.
2008 wurden in der Schweiz zwei Millionen Tiere in der grössten obligatorischen Impfaktion gegen die Blauzungenkrankheit geimpft. Die Folgen sind bis heute nicht absehbar. Viele Landwirte klagten über schwere Nebenwirkungen, Totgeburten und Massensterben ihrer Tiere. Das Bundesamt für Veterinärwesen (BVET) hatte ohne Not die massenhafte Verabreichung UNGETESTETER Impfstoffe angeordnet. Es verstiess damit unter anderem gegen das Lebenmittel-, Heilmittel- und Landwirtschaftsgesetz. Sie als Konsument/in wurden so über die Lebensmittelkette mit Quecksilber, Aluminium, Saponin, Antibiotika und diversen Lösungsmitteln belastet.
Biobauer Matthias von Euw erstattete daraufhin Strafanzeige gegen BVET Direktor Dr. Hans Wyss. Im Strafverfahren verweigerte das BVET die Herausgabe angeblich "geheimer Studien". Rechtsanwalt Dr. iur. Gregor Schneider fasst die Ergebnisse der geheimen BVET-Studie aufgrund seiner Akteneinsicht in Deutschland wie folgt zusammen:
Versuchstiere insgesamt: 82
Anzahl der verendeten Tiere nach der Impfung: 13
Anzahl von Aborten bei Tieren nach der Impfung: 50
Im Interesse der Sicherheit aller Konsumentinnen und Konsumenten haben wir am 14.11.12 die Schweizerische Stiftung für Konsumentenschutz gebeten, die "geheimen BVET Studien" unter Anwendung des Öffentlichkeitsgesetzes beim Eidg. Volkswirtschaftsdepartement einzufordern und folgende Fragen zu klären:
Ordnete das BVET trotz katastrophaler Impfstoff-Testergebnisse (von 82 geimpften Tiere erlitten 50 Totgeburten) in rechtswidriger Weise flächendeckende Zwangsimpfungen an?
Wie stellen Bund und Konsumentenschutz unter dem revidierten Tierseuchengesetz sicher, dass nicht erneut ungetestete und nicht zugelassene Präparate (oder gar solche mit katastrophalen Testergebnissen) in die Lebensmittelkette eingebracht werden?
Bitte setzen Sie sich bei der Stiftung für Konsumentenschutz (konsumentenschutz.ch) dafür ein, dass die dringend notwendigen Abklärungen im Lichte der Öffentlichkeit vorgenommen werden.
Das revidierte Tierseuchengesetz soll rechtswidrige Aktionen wie die skandalösen Blauzungen-Testimpfungen legitimieren. Wenn das revidierte TSG am 25.11.12 angenommen wird, bedeutet dies faktisch das Ende von Bio!

Opposez-vous à loi révisée sur les épizooties (LFE) qui ne menace pas seulement les exploitants et les agriculteurs biologiques, mais aussi la qualité de notre alimentation ! Le modèle de loi présenté fait passer les intérêts de multinationales avant ceux de tout un chacun. Nous vous conseillons de rejeter la loi sur les épizooties lors de la votation fédérale du 25.11.2012.

Veuillez trouver quelques faits dans ce qui suit:
1) Beaucoup de Conseils nationaux et Conseils des Etats ont seulement accepté la loi révisée sur les épizooties parce qu'ils se trouvent surchargés par trop de modèles. Ils ne s'y sont pas penchés suffisamment et devaient faire confiance à des recommandations de leurs collègues de la Commission de la science nationale et des Etats. Les deux commissions, quant à elles ont fait confiance aux recommandations de l‘Office vétérinaire fédéral et des multinationales.
Nos demandes auprès des députés confirment ces affirmations. Il relève de votre intérêt en tant que citoyen de rejeter le modèle empreint par l'intérêt de seuls hommes et du pouvoir. En rejetant la loi, vous nous donnez la possibilité d'apporter une meilleure révision de la loi dans le discours politique.
2) Mortalité des abeilles. La loi révisée apporte un traitement imposé généralisé de colonies d'abeilles. Les apiculteurs avec une méthode de travail proche de la nature qui ne réalisent pas le traitement imposé sont criminalisés. Donc une réinstallation de l'abeille presque exterminée dans la nature libre est empêchée. L'abeille sauvage joue un rôle essentiel lors du maintien du patrimoine génétique de cette espèce animale. Dans la suite, la mortalité des abeilles est accélérée et aggravée.
En 2008, deux millions d'animaux ont été vaccinés en masse lors de l'action de vaccination obligatoire la plus grande en Suisse. On n'entrevoit pas les effets jusqu'à aujourd‘hui. Nombres d'agriculteurs se plaignent d'effets secondaires graves, de mort-nés et d'une mortalité de masse auprès des animaux. L‘Office vétérinaire fédéral (OVF) a imposé l'application de vaccins NON TESTES sans qu'il ait été nécessaire en violant au moins la loi sur les produits alimentaires, la loi sur les médicaments ainsi que celle sur l'agriculture. Vous, les consommateurs avez été pollués par le mercure, l'aluminium, le saponine, les antibiotiques ainsi que par d'autres solvants par le biais de la chaîne alimentaire.
L'agriculteur biologique Matthias von Euw a déposé une plainte contre le directeur de l'OVF Dr. Hans Wyss. L'OVF a refusé la remise d'études soi-disant « secrètes » lors de la procédure pénale. L'avocat Dr. iur. Gregor Schneider résume les résultats de l'étude secrète menée par l'OVF à laquelle il a eu accès en Allemagne :

Dans l'intérêt de la sécurité de tous les consommateurs, nous avons le 14.11.12 demandé à la fondation suisse pour la protection des consommateurs d'exiger les « études OVF secrètes » du Département fédéral de l'économie (DFE) en application de la loi sur la transparence afin de pouvoir clarifier les questions suivantes :
Est-ce que l'OVF a ordonné de manière illégale la vaccination forcée généralisée après des résultats choquants d'expérimentation de vaccins (50 mort-nés auprès de 82 animaux vaccinés) ?
Comment l'Etat fédéral et la Fondation pour la protection des consommateurs visent à assurer qu'aucunes autres préparations non testées et non agréés (ou même des préparations avec des résultats choquants) ne seront diffusées dans la chaîne alimentaire en application de la loi révisée sur les épizooties ?
Nous vous prions d'intervenir auprès de la Fondation pour la protection des consommateurs (konsumentenschutz.ch) pour la clarification nécessaire en public.
La révisée LFE est censé légitimer des actions illégales comme l'essai de vaccin contre la langue bleue. L'acceptation de la loi révisée sur les épizooties le 25.11.12 signifiait la fin du bio !

Dynamic Facilitation ist in der Lage, diese Durchbrüche herbeizuführen – Lösungen, über die nicht mehr abgestimmt werden muss, da sie so gut sind, dass sie von allen spontan mitgetragen und hinterher auch mit viel Energie umgesetzt werden.
Dynamic Facilitation ist ein sehr organischer, Kreativität ermöglichender Prozess, in dem die Teilnehmer nicht durch den Moderator „verstrukturiert“ werden. Sie erhalten vielmehr viel Raum für ihre Gedanken, Ideen und Impulse. Und zugleich wird der Prozess so geführt, dass eine sehr hohe Dialogqualität mit einem hohen Grad an Zuhören entsteht.
Der Wisdom Council oder Rat der Weisen ist eine Gruppe von 12 bis 16 zufällig ausgewählten Personen, die für einen bis eineinhalb Tage miteinander arbeiten, um gemeinsam getragene Empfehlungen für ihre Organisation (Gemeinde, Unternehmen, andere Organisation) zu generieren. Dabei werden sie mit der Methode Dynamic Facilitation moderiert.
Diese Empfehlungen werden anschliessend der gesamten Organisation in einer Veranstaltung vorgestellt. Sie werden aber nicht nur präsentiert, sondern auch von allen diskutiert. Da der divers besetzte Rat der Weisen schon vorher unterschiedliche Sichtweisen integriert hat und zu gemeinsam getragenen Empfehlungen gelangt ist, ist die Chance sehr gross, dass auch die viel grössere Gruppe diese als sinnvoll ansieht. So können in nur zwei bis drei Stunden bei vielen Beteiligten Reflexionen und Erkenntnisse ermöglicht werden, die mit anderen Methoden mehr Zeit benötigen würden. Das Bewusstsein der gesamten Organisation entwickelt sich weiter.

'What kind of society do we want?', and more specifically, 'How do we want society to operate?'
This topic emerged from the first session of Wednesday, November 7th. Present were Stephan, Javier, Salony, Rosette, Chris, Richard and Roger ....
We started off with the question, 'What are we not doing that we could be doing, and what is blocking us?'. The first answer that was offered had to do with spirituality. The claim was that we are 'not really human'; we don't have 'love in our hearts'; we have 'lost our souls', and our sense of respect. We need to recover our humanity through appropriate practices, such as Buddhism. Our society is how it is because of how individuals are, and only if individuals change, society can change.
An observation was then offered, that social collapse leads people to think in new ways. In Benghazi, for example, with the collapse of Libyan society, people began to self-organize, creating a voluntary police force, organizing medical care, etc. But unfortunately, people then reverted to familiar hierarchical ways. They lacked the self-confidence to continue on the self-organizing path.
From this observation, there is hope that the general economic collapse could be a path to change, leading people to leave behind bad emotions and start a new way of life. But there is also the possibility that the collapse could lead to the re-emergence of fascism, or some other kind of bad outcome.
A suggestion was offered that it might be good to begin developing self-organization in small groups, organizing our own food etc. This could be an example to others and could spread. The observation was offered that we don't need to read anarchists books to do this, but simply need to follow our instincts and gut feelings.
Returning to the question of 'lacking self-confidence', the suggestion was offered that we can gain the necessary self-confidence through the experience of participating in collective decision-making. This could lead to a feeling of collective empowerment. As evidence for this, it was observed that 'primitive' tribes do make their decisions collectively, and do have the necessary kind of self-confidence. It was also observed that such societies have a strong sense of spiritual awareness, along with respect for the Earth and things spiritual.
Toward the end, it was suggested that in order to overcome hierarchy, people need to be unified. It was suggested that unity could be achieved by further inquiry of the question 'What kind of society do we want?', and more specifically, 'How do we want society to operate?'.

This project is also motivated by the observation that the current systems of society cannot be fixed. A better world calls for a whole new way of organizing things, making decisions, allocating resources, dealing with economics, etc. We need a total transformation of society: a whole new operating system for Spaceship Earth.

A call to establish a legitimate, wise, powerful, collective voice of the people
We are in serious trouble.
And
we face epoch-making opportunities to remake our world in the face of that trouble, in profoundly positive ways.
As unprecedented crises emerge, our democratic republic—the tool we use to deal with
all
our public issues—is breaking down. We urgently need new approaches that can make us wise masters of our own common destiny. Luckily, the resources for wise self-governance and ongoing cocreativity are at our fingertips.
Even as we increase the diversity, power, and connectivity of our
individual voices
, it is becoming possible for We the People, as a whole, to speak with
one wise voice:
a voice that only speaks after considering all sides of each issue and viewing its full complexity;
a voice that embraces the diverse perspectives, values, stories, needs, and dreams of the entire community, state, or country for which it speaks;
a voice that takes into consideration the big picture, the long term, and what could happen, both good and bad;
a voice that is respected by the vast majority of the population as our legitimate collective voice.
We can and must create that voice in our democracy now. And we can and must give it a powerful role in deciding what will happen. Our lives, our communities, our country, our world, and our collective future depend on it.
Why a wise public voice is essential
In a world where our collective problems are becoming catastrophic, we find our collective destiny in the hands of competing interests that seldom serve our shared well-being or address the true complexity of our public issues. Their partial, partisan, and temporary solutions all too often make our problems worse. When we hear someone speak for the common good, they are easily marginalized as just one more special interest.
Yet
real
special interests are continuously manipulating us using scientific public relations , media, and mountains of money. We have little opportunity or time to deliberate together, to explore our differences and our common interests, or to develop and express our united public judgment and community wisdom on issues that impact our lives. We are kept busy and entertained, divided and conquered.
Until We the People create a coherent, wise, collective voice, our interests will not be served and no public issue will be handled wisely.
Why a wise public voice is possible
Methods abound to translate differences and conflicts into greater insight and cocreativity. And ways exist to provide full-spectrum information and use it to generate collective understanding. Under the right conditions, wise public decisions can be produced by facilitating deliberations among a relatively small group of ordinary citizens whose diversity makes them a microcosm of the community from which they were drawn. Few people realize that hundreds of such
citizen deliberative councils
have been held successfully all over the world.
By broadly advocating, developing, using, and institutionalizing such councils we can generate a legitimate, wise, inclusive, coherent, and powerful voice of the people—an authentic voice of the whole public.
Why nothing else can really serve that purpose
Public opinion polls tell how many of us believe this or that off the top of our heads. They do not reflect what we would believe if we were fully informed and had considered each other’s points of view productively. Pundits, politicians, and experts tell us what we should believe, but they seldom help us work toward a consensus that embraces our collective diversity and our shared needs and aspirations. Talk shows, public hearings, and protests are filled with people passionate about their perspectives, but they seldom actually
hear
each other or work to find the common ground needed to move ahead as whole communities.
We now know how to bring the actual diversity of the public together to find a shared voice of community wisdom that makes sense for our whole community, our whole country. We just need to convene temporary citizen deliberative councils with a membership that embodies the diversity of their community or country. Have them deliberate for days or weeks about a specific public concern. Help them report their findings and recommendations to officials, the media, and the public—and then organize around those recommendations. Then watch how a powerful and shared understanding emerges about what needs to be done.
Citizen deliberative councils have proven successful with even the most technical, complex issues. They have been used to bring forth inspiring visions. They have been used to evaluate legislation and politicians and to provide those evaluations to the voters. Every time, we find that this authentic public voice speaks the language of neither the Left nor the Right. It simply reveals the best common sense of the community.
What makes these councils so special? Members are chosen at random or scientifically or both, so they can be convened as an accurate microcosm of the public—diverse, temporary, and hard to corrupt. They aren’t ignorant; they’re given full information about the issue they are considering. And they don’t just argue, spouting opinions off the top of their heads; they talk, listen, learn and think
together
. Like trial juries, they rise to the occasion and work hard to do a good job for their community or country. They succeed remarkably often and well.
Other approaches to public dialogue, deliberation, participation, and input are vital to a thriving democracy of engaged citizens. But most do not provide the information, time, and support needed to generate a valid, coherent, wise voice of the whole populace. They may engage and educate individual voters about the issues, but they don’t tell us what a truly informed, thoughtful, and creatively interacting citizenry would decide together about specific government policies, laws, budgets, taxes, and programs.
Without a collective voice of the whole citizenry to speak wisely and powerfully in our public life, we have become impoverished and imperiled. We need to change that—soon.
Our children—and their children’s children—need us to create this powerful collective voice, because it is their voice too. They need us to ensure that it is wise and heeded, because we and they urgently need our politics and our governance to become sensible, sustainable, creative, and just. Our times are perilous. Nearly everything we love is at stake.
Thomas Paine once said, in his revolutionary pamphlet
Common Sense,
“We have it in our power to begin the world again.” It is so, even now.
We have it in our power to call forth a voice that speaks our best collective wisdom. We have it in our power to cease collectively degrading our lives and destroying our world. We have it in our power to create a new world together—a world that is a true joy for our children—and their children—to live in. We can and must create a voice that can speak this urgent truth for all of us.
And with that voice, we will begin the world again, and again, and again …
